Believe it or not finding talent is still a numbers game. The who, why, where and when cannot be predicted. Who will be interested, where, when and why? After all we are dealing with human beings. It does end up becoming a timing thing. Someone, somewhere decides to make a change.
To play the numbers game you sure need resource bandwidth. Here is where the size of your TA (talent acquisition) team matters. Do not expect a lone recruiter to source and reach out the right way. Unless you are a Google or a Apple you will need to put in the extra effort to find the right companies and talent within these companies to headhunt. You will need a multipronged, multi touch point effort to get your message across. Research, sourcing, outreach, selling the role, screening, scheduling and then closing takes times.
